Washington State House Bill to Abolish Daylight Saving Time

Representative Elizabeth Scott from the Washington state legislature has introduced HB 1479, entitled, “An act relating to implementation of year-round Pacific Standard Time“.  This bill would abolish Daylight Saving Time in the state, but does not mention an implementation date.  It is co-sponsored by Representatives Cary Condotta, David Sawyer, and David Taylor.

This is the second legislation introduced to the 64th Washington state legislature.  That measure is a House Joint Memorial, HJM 4001, which essentially asks the US President and Congress to permit Year-Round Daylight Saving Time.  Current US Code only allows states to opt out of DST, and if not opting out, to follow DST start and end dates of the third Sunday in March and the first Sunday in November.

Time Zone Report hopes that Representative Scott’s bill introduced this morning points to some consensus within the Washington House, leading to success in passing this or similar legislation.  Several states considered DST-related legislation in 2014, including Alabama, Kentucky, and Tennessee, but none were passed.

Alaska is another state with multiple pieces of legislation to abolish DST under consideration in 2015.  If Washington passes HB 1479 and any of the Alaska bills are passed, Washington and Alaska would join Arizona and Hawaii as the states whose legislators have opted out of Daylight Saving Time.  Arizona had a bill to adopt Daylight Saving Time introduced earlier this month, but a social medial campaign prompted the bill’s sponsor to withdraw it.

Other states with active legislation along with Washington and Alaska regarding Daylight Saving Time in 2015 include Mississippi, Oregon, Texas, and Utah.  Other states’ legislative sessions start a little later in the year, and other states may join the effort to save lives by eliminating DST and deadly DST transitions.
