2016: All three bills were reintroduced for the 2016 session.<\/em><\/p>\n Time Zone Report is calling all Washington state bills “dead” at this point, since no bill has been referred out of the assigned committee to the Rules committee, and the legislative deadline is approaching.\u00a0 If any of these bills sees additional activity before the end of the legislative session, we’ll update as necessary.<\/p>\n Two bills proposing to eliminate DST:<\/p>\n One\u00a0Memorial (not changing any legislation)\u00a0is active in the Washington House of Representatives:<\/p>\n This bill\u00a0would essentially abolish DST in the state of Washington.\u00a0 The legislation, as introduced, does not mention an implementation date.\u00a0 Ostensibly, if this legislation is adopted this session, it could trigger the elimination of DST immediately, meaning that the state would not<\/strong> observe DST in March of 2015.<\/p>\n However, the House Bill Analysis document<\/a> indicates that the bill would take effect “90 days after adjournment of the session in which the bill is passed.”\u00a0 So the bill’s effective date would depend on the date the legislature adjourns the current legislative session.<\/p>\n This bill is the Senate version of HB 1479.\u00a0 In our opinion, the presence of similar bills in both chambers is a strong indication that this legislation will be passed.<\/p>\n Note: Current US Code does not allow a state to elect to Year-Round<\/strong> DST.<\/p>\n This Memorial\u00a0requests the US Congress to amend US Code to permit states to observe Daylight Saving Time on a\u00a0year-round basis.\u00a0 By extension, we assume that the state would eventually provide legislation to adopt such year-round DST, if US Code permitted it.<\/p>\n The language of this document addresses the following people:<\/p>\n Utah has a similar Memorial, and on February 11, a similar Resolution was filed in the state of Nevada.<\/p>\n While not explicitly stated in any legislative documents, the intent of both pieces of legislation may be to set the stage for Washington to eventually observe Year-Round DST.\u00a0 Should Congress amend 15 USC “Standard Time” section to permit an election of Year-Round DST, it would require an additional future bill in the Washington state legislature to move the state to Year-Round DST.\u00a0 In the meantime, the state will avoid deadly DST transitions, while waiting for Congress to act on their Memorial request.<\/p>\n Washington\u00a0State Legislature<\/a><\/p>\n HB 1479<\/a><\/p>\n SB 5570<\/a><\/p>\n HJM 4001<\/a><\/p>\n Representative Joe Schmick<\/a> (primary sponsor of HJM 4001)<\/p>\n Representative Elizabeth Scott<\/a> (primary sponsor of HB 1479)<\/p>\n Senator John McCoy<\/a><\/p>\n Senator Jeannie Darneille<\/a><\/p>\n Senator Bob Hasegawa<\/a><\/p>\n Representative Derek Stanford<\/a><\/p>\n Representative Cary Condotta<\/a><\/p>\n Representative David Sawyer<\/a><\/p>\n Representative David Taylor<\/a><\/p>\n Posts regarding Washington\u00a0legislation <\/a>on this\u00a0Time Zone Report site.<\/p>\n Time Zone Report’s Twitter\u00a0collection “WA-DST-Legislation”<\/a><\/p>\n <\/p>\n\n
